Text binds are a way to instantly type a message in Call of Duty 4. They can be anything from server rules to your favorite catchphrase. To make a bind you must first enable the developer console by going to options in your Call of Duty 4 multiplayer menu, then game options and enable the console. Now you will be able to open the console using the tilde (~) key (or shift-~ as I usually do) on the top left of your keyboard under the Esc key.

At this point I would suggest opening your Microsoft Notepad or an equivalent to configure your binds, it makes them easier to edit later. First type up a message you want bound to a key. For this tutorial I will be using my welcome bind for one of our servers, Welcome to [BDG] CoD4 *HC* S&D. Now that you have your message typed out lets start getting it ready to be bound. Find a key on your keyboard that is not being used by CoD4 already, I chose F3. Now type: bind <yourkeyhere> "say <yourmessagehere>". For me that would be: bind f3 "say Welcome to [BDG] CoD4 *HC* S&D". Now you have a colorless Cod4 bind, congratulations, but theres more to it than that.
At this point you probably want to put some colors in your bind. To do this you must first understand the Call of Duty 4 color tables. They are:
Now you add these color codes into the places where you want color, but remember the code affects everything in the quotes to the right UNTIL the next color code. For my bind it would look like: bind f3 "say Welcome to [^4BDG^7] ^5CoD4 ^7*HC* S&D" which renders Welcome to [BDG] CoD4 *HC* S&D. Now be sure to save your file to you computer so you can get it if you need it later. The last step is putting the bind into your console. First copy your bind from notepad (ctrl-c on Windows). Start up Call of Duty 4 Multiplayer and open the console using the ~ key. Now paste your code into the console (ctrl-v on Windows) and hit enter on your keyboard. You now have a fully working bind for Call of Duty 4, join a server and hit your bind key, there you go.
